On November 22, the 2018 Smart Industry Summit Forum with the theme of “Intelligence Leads Development & Intelligence Creates Future” was held in Chongqing. The forum was directed by China Aerospace Science & Industry Corporation (CASIC) and Chongqing Municipal People's Government, and hosted by China Aerospace System Engineering Co., Ltd. (Aerospace System Corporation) of CASIC, Chongqing Municipal Commission of Economy and Information Technology, Chongqing Big Data Application Development Administration and the People's Government of Shapingba District, Chongqing Municipality. More than 600 representatives from governments, enterprises, colleges and universities including academicians, experts, scholars and entrepreneurs were gathered together. Focusing on hot topics such as macroscopical trends and industrial patterns, they paid great attention to the development trends and innovative applications of emerging technologies such as big data, cloud computing and artificial intelligence, shared the advanced concepts and experience of the smart industry and provided advice and suggestions for flourishing of China's smart industry to make joint efforts to promote the rapid development of China's smart industry.
Liu Shiquan, a member of Party Committee and the Deputy General Manager of CASIC, and You Xianyong, the Deputy Secretary General of the Chongqing Municipal People's Government, attended the forum. Representatives of the Chongqing Municipal People's Government, CASIC and the Party Committee and People’s Government of Shapingba District, Chongqing Municipality delivered speeches.
According to the forum, CASIC, as a strategic, high-tech and state-level innovative enterprise, has been committed to “empowering the army with science and technology and serving the nation with aerospace technology” as the corporate mission, has followed the development trend of a new round of scientific and technological revolution and industrial transformation, has focused on the development concept of “generalized defense and extensive security”, has adhered to integration of military and civilian sectors with Chinese characteristics, has proposed the concept of smart industry for the first time, has fostered 20 key application areas such as smart city and smart transportation, has developed more than 200 key technologies and products, has obtained nearly 100 national-level qualifications and has completed a number of major national, provincial and ministerial-level projects. In order to further integrate the superior resources and strengthen the overall guiding role, in early 2018, CASIC established the basic technology guidance project for the smart industry to promote the construction of the “Overall Design Institute and Overall Design Department” for the socialization of the smart industry according to “systematic guidance and platform construction”, give prominence to tackling problems in leading-edge technologies, basic technologies and key common technologies from four levels (i.e., general technologies, key technologies, demonstration & verification, and professional applications), as well as the industrialized, structural, collaborative and large-scale development, comprehensively serve the national economy and the people's livelihood, and promote the industrial upgrading and innovation.
The forum emphasized that CASIC will continue to deepen cooperation with all walks of life based on the concept of “information exchange, resource sharing, capacity coordination, opening up and cooperation, as well as mutual benefit and win-win result” to continuously promote technological innovation and industrial upgrading, and make joint efforts to build an ecosystem for the smart industry featuring with opening-up, innovation, sharing and win-win results, as well as open a new chapter for the development of the smart industry and the construction of the smart society.
At the main forum, Zhong Shan, an academician of the Chinese Academy of Engineering and an academician of the International Academy of Astronautics, Tan Jianrong, an academician of the Chinese Academy of Engineering, Mu Rongping, the Secretary of Party Committee for Institutes of Science and Development of Chinese Academy of Sciences, Yu Yingtao, Co-President of Tsinghua Unigroup, Zheng Yu, Vice President of JD Group, Su Xi, Vice President of ZTE Corporation, and Luo Jijun, an independent scientist of ChinaSoft International Technology Services Co., Ltd., delivered keynote speeches on fields such as intelligent manufacturing, smart society construction, smart industry upgrading, big data and AI applications, and 5G technology applications.
Central and local governments making joint efforts to promote the development of smart industry
Under the witness of officers such as Liu and You, Aerospace System Corporation signed a cooperation agreement in the field of smart industry with the People's Government of Shapingba District, Chongqing Municipality, China National Institute of Standardization, Chongqing Forestry Administration and Chongqing Jiaotong University, and the 3rd Academy of CASIC signed a cooperation agreement in the field of big data and applied mathematics for smart city construction with the People's Government of Shapingba District, Chongqing Municipality.
It is understood that CASIC will further deepen cooperation with the People's Government of Shapingba District, Chongqing Municipality. The two parties will make joint efforts to promote the development of the smart industry in Shapingba District and focus on fields such as construction of urban big data centers, smart transportation management, smart forestry, smart pipe racks, smart tourism management, smart water management, public services for time and space information, and e-government cooperation based on the actual needs and the advantages of local resources of Chongqing, and key technologies such as big data analysis, spatial information applications and cloud computing to promote the integration of aerospace technology applications and service industries with local economies and accelerate the implementation of strategic emerging industries.
For the cooperation with the China National Institute of Standardization, the two parties will jointly promote the construction of the smart industry standard system to lead the industry development with standards, give full play to the role of the linkage mechanism for the smart industry standard system, strive to build an innovation service platform for the smart industry standard system, develop a number of important standards with global influence, establish a number of world-class standardization alliances and significantly enhance the international standardization influence of the smart industry standard system.
For the cooperation with the Chongqing Forestry Administration, the two parties will comprehensively utilize technologies such as mobile Internet, big data and cloud computing, and will jointly explore a new mode for Chongqing's smart forestry construction in the new era. The two parties will strive to achieve the following achievements by 2020: building an integrated regulatory decision-making system for smart forestry covering the whole city, developing subsystems for big data management analysis and resource management, supervision and protection for forestry, realizing the one-map management of forestry resources, promoting the intellectualization of forestry management work such as protection and utilization of forest resources and woodland, as well as prevention and control of forestry disasters, creating a number of demonstration districts and counties in the field of smart forestry, realizing the goal of “one-network perceiving, one-map forest management, one-stop supervision and sharing one platform”, and making Chongqing a leading demonstration city in the field of smart forestry in China.
For the cooperation with Chongqing Jiaotong University, the two parties will give full play to their resource advantages, accelerate the promotion of transformation of scientific and technological achievements in the smart industry, and jointly create a number of provincial, municipal and national practice and education demonstration bases for university students such as the "enterprise, university and research institute cooperation base", the "graduate education innovation base of Chongqing Jiaotong University", and the "off-campus practice education base for university students of Chongqing Jiaotong University”.
Aerospace wisdom: the “propellant” of a smart society
Last year, at the first Smart Industry Summit Forum, CASIC focused on the national smart society construction strategy and cooperated with all walks of life to build an ecosystem for the smart industry featuring with opening-up, innovation, sharing and win-win results, and establish the “smart industry development alliance”.
Over the past year, the alliance has actively integrated the resources and advantages of all members, has developed 117 core technologies covering 10 categories in the field of smart industry and 129 key products covering 6 categories in the smart industry based on the infrastructure construction requirements in a smart society, technology development trends at home and abroad, and the concept of “civil-military integration”, and has undertaken the planning, design and project implementation tasks for more than 60 smart cities such as the Smart City Project of Rongjiang New District in Ganzhou, providing a full range of “smart services” for urban management, hundreds of intelligent transportation construction projects at home and abroad such as the Smart Rail Transit Project for Wuxi Metro Line 3, making the traffic management level and the normal operation rate for roads of relevant cities generally improved, the e-government construction work for over 500 party and government organizations of the General Office of the CPC Central Committee, the General Office of the State Council, relevant ministries and commissions, provinces and cities, promoting the transformation of government functions, and effectively improving the efficiency of administrative services, and the big data service platform works for comprehensive supervision in the smart food and drug supervision project of the National Development and Reform Commission, providing safe and reliable food and drug purchase channels for more than 500 million consumers. The cases about CASIC’s smart forestry project can be found in more than 30 provinces and cities across China, greatly improving the level of ecological resource management and disaster protection; the air, wastewater and solid waste treatment cases about smart environmental protection for aerospace cover more than 10 provinces and cities in China, serving the mission of “building a beautiful China” featuring with bluer sky, clearer water and greener land.
In addition, the alliance has also accelerated the ecological layout of the smart industry, has enhanced the collaborative innovation capability for the development of smart industry, and has successfully held more than 10 activities with the theme of “Science and Technology Month for Smart Industry”, effectively promoting the cooperation and exchanges between all walks of life and the smart industry for aerospace.
It is reported that, at present, CASIC has created an ecosystem for the smart industry composed of organizations involved in “enterprise, university and research institute cooperation” such as dozens of affiliated enterprises and IoT technology centers, the intelligent transportation technology center, CASIC’s smart industry alliance, the smart pipe network and rack alliance, the IoT alliance, the smart agriculture industry alliance and the system engineering technology center for smart agriculture.
On the afternoon of November 22, three professional forums concerning “Basic Technologies for Smart Industry”, “Technologies and Applications for Smart City Construction” and “Big Data Technologies and Applications for City Construction” were held. Relevant national ministries and commissions, local governments, well-known enterprises, academicians and experts provided professional interpretations on the theme of the forum, shared the achievements and experience in the construction of the smart industry, and made forward-looking statements on the overall development pattern and future trends of the smart industry.
