As the reform and opening-up of China progresses forward, high-tech aerospace products and system solutions under the core brand “Aerospace Intelligence” of China Aerospace Science and Industry Corporation Limited (hereinafter referred to as CASIC) are now actually serving the civilians in daily life, catering to their glorious dreams of the prospective intelligent life.
Hold on to the Concept of “Generalized Defense and Extensive Security”, and Serve both the Country and the People
General Secretary Xi Jinping points out that, “the national strategy of military and civilian integration is significant to the national security and overall development of the country.” With the enterprise mission of “empowering the army with science and technology and serving the nation with aerospace technology” rooted in mind, CASIC proposes the development concept of “generalized defense and extensive security”. When the Olympic Games came to Beijing in 2008, CASIC made full use of its experience in engineering supervision of aerospace system and its advantages on high and new aerospace technologies to design, build up and run the Beijing Olympic security science and technology system for the Games. The advanced Olympic security command system included 94 venues and 58 surrounding areas in Beijing into an organic whole. Real-name ticketing and electronic checking was employed for the first time in the Olympic history with the use of radio frequency identification system. The Olympic security science and technology system constructed by CASIC is a triumph of “Aerospace Security”. It is China’s first mega-event security science and technology system with proprietary intellectual property right. Multiple innovations such as system integration, generalized defense and comprehensive solutions are accomplished by the system in spite of the low cost.
In 2009, aerospace security lived up to its reputation and made new contribution for its wonderful work in securing Tiananmen area during the military parade for the 60th anniversary of the establishment of PRC.
The important task of “Safe Expo” came to aerospace security again in 2010. During the half year of the exhibitions, based on the success in the Olympic Games, technical innovations of the security science and technology system, like “water coast security”, were achieved to deal with the long duration, complicate environment, variable weather and huge visitor flow of the event. The security work of Expo turned out to be another success, and additionally, the performance of the system was further improved.
A milestone of aerospace security development was set on November 12, 2010. Aerospace security system brought the idea of “Safe City of New Generation” to the biggest sport carnival of the Asian Games history—the glorious opening of the 16th Asian Games. After the security work was perfectly done, 90% of the technologies and equipment were going to serve Guangzhou City continuously after the Games for the construction of “Safe City”.

The first intelligent park package project is located in Taihu New City of Suzhou, Jiangsu. The intelligent “neural system” developed by CASIC Intelligent Industry Development Co., Ltd. (hereinafter referred to as Intelligent Industry Company) is now safeguarding the peace of the city. The rains in plum season used to jeopardize the city with water-logging. However, in today’s Taihu New City, conventional artificial observation is replaced by the urban water-logging warning system developed by Intelligent Industry Company. The road sections vulnerable to ponding are monitored for 24 hours a day. The municipal authority will always be aware of the real-time condition of the city without any staff working outdoor, and actions will be taken immediately in case of any emergency. With the sensor technology introduced into the construction of underground pipelines, each and every pipe beneath the city has its unique “identification”, the transponder. Any leaking point will be precisely positioned for repair work and it will not be necessary to “turn over the whole place” any more.
In addition, entrance guard based on facial recognition, intelligent multistorey parking garage and other new intelligent facilities are serving the citizens of Taihu New City quietly for a completely new lifestyle.
Guided by the blueprint of local development towards “new city, new industry and new life”, urban operation center, municipal facility management system, one-stop enterprise service platform, one-stop citizen service platform, public informatization platform and infrastructure are constructed in Taihu New City, which really save the unnecessary effort of the people through providing information.
In Shaoxing, Zhejiang, Intelligent Industry Company practices the concept of “intelligent living” in the government’s public service platform where solutions to municipal administration, housekeeping, traffic problem and communal issues can be found. “Intelligent forestry” products developed by Beijing Aerospace Titan Technology Co., Ltd. (hereinafter referred to as Aerospace Titan), affiliated to CASIC Aerospace System Corporation are now widely used by provincial and municipal forestry authorities of Xinjiang Uygur Autonomous Region, Ningxia Hui Autonomous Region, Guiyang City and Kunming City, which generally perfect the information services for resource censor, afforestation management, ancient and valuable tree management, pest control policy making, forest fire warning, forest fire control command & dispatch and forest ranger administration.
Intelligent forestry project of Guiyang City is a successful practice of this. According to the result of forestry informatization rate assessment of China in 2016 released by the National Forestry and Grassland Administration, Guiyang City is awarded as one of the “Top Ten Municipality Excellent in Forestry Informatization Construction” with its informatization rate of 88.8%, 22% higher than the national average. It has been 8 years since Aerospace Titan helped Guiyang City with its forestry informatization construction. Now, a well-functioning intelligent forestry information system is built.
At the CASIC spatial data service center, date collected by more than ten satellites is accessible to investigators. With a “modern device” in hand, a forest ranger could have all basic forestry information about the area of any radius. It records the past and predicts the future—When did logging, disease and pest injury, or fire happen to this area, and what is the possible forestry disaster coming next. In a word, BeiDou integrated navigation and communication device developed by Aerospace Titan for forest resource investigation greatly improves the working efficiency and data accuracy of field investigation.
As to “intelligent ocean”, CASIC Third Research Institute caters to the application demands for dynamic monitoring of sea & island, parameter forecasting, emergency response to marine disaster, observation of marine ecological environment change and sea farming by using key technologies of multi-source satellite sensing, mobile Internet of Things, cloud platform data storage, big data mining, 3S information processing and data integration. It lays the solid foundation of a “maritime power” by improving the general capacity of ocean management and by promoting the smooth implementation of Maritime Silk Road strategy.
—Intelligent Food and Drug Administration Guards the Security of Every Bite
Aisino Corporation under CASIC builds up a big data service platform for comprehensive food and drug supervision and administration, to enhance the food and drug security and protect people’s health.
From the “Capital Food Security Control System” of 2005 to the “Olympic Food Security Traceability System” of 2008, the successes of the projects have witnessed the long pursuit of Aisino to informatization construction of food and drug security administration.
Improving the capacity of beforehand prevention, in-process control and aftermath summarizing in food and drug administration with informatization methods is an efficient way to avoid food and drug security accident. Aisino insists on building a new ecosystem of food and drug administration.
Based on mobile Internet, cloud computing, big data and Internet of Things, Aisino has independently developed and established a big data platform for comprehensive services of intelligent food and drug administration, particularly targeting at food, drug, cosmetics and medical apparatus. The platform includes a “food and drug specification system”, a “food and drug big data center” and eight major systems. Aisino is constructing the ecosystem of “Internet +”.
In 2016, Aisino intelligent food and drug administration big data platform was firstly put on line at Inner Mongolia Autonomous Region. Guided by “Level I Deployment” on the cloud platform of Department of Industry and Information Technology of Inner Mongolia Autonomous Region, the platform was widely employed by relevant authorities at four levels, namely the provincial level, municipal level, county level and township level, covering 12 leagues and cities of the Region. Besides the successes of Capital Food Security Control System and Olympic Food Security Traceability System, Aisino is currently carrying on food security administration system projects in multiple cities like Qingdao, Fushun and Jinzhou. It has signed contracts with food and drug administration authorities of Shanxi Province and Liaoning Province to build “big data platforms” of provincial intelligent food and drug administration suitable for local conditions. Proven by the fruitful results of intelligent food and drug administration big data service platforms in these provinces and cities, Aisino has initiated a business pattern of “product + service” in the field of food and drug administration.
—Intelligent Pipeline (Gallery) Carries the Underground Lifeblood of City
In recent years, construction of intelligent pipeline network is now a necessity to guarantee the underground pipeline security of city. It is an irreplaceable support of “public security, people’s livelihood and public management”.
CASIC Third Research Institute has already formulated an overall “1+N+1” intelligent pipeline (gallery) solution integrating “general perception, collaborative linkage, data application and united standard”. The comprehensive management platform of underground pipeline gallery will be constructed based on the “one map” of the underground pipelines in the city, and the platform will be used for big data application analysis of the pipeline (gallery) information. Sponsored by Ministry of Housing and Urban-Rural Development, CASIC has initiated the pilot program in Dezhou City of Shandong Province, and then widely promoted this practice in Zhejiang, Inner Mongolia, Chengdu and other area.
—Promote BeiDou Application in Intelligent Transportation
CASIC First Research Institute is exploring the development of intelligent transportation. Relying on informatization and intelligentization, it integrates the three major business of transportation, namely urban transit, intercity transit and rail transit into the overall scope of intelligent transportation by employing modern technologies extensively in transportation management and services. Product manufacturing is planned for five major fields, intelligent urban transit, intelligent intercity transit, intelligent rail transit, BeiDou transportation application and transportation equipment informatization. These products are expected to alleviate the traffic congestion and serve the citizens through urban traffic signal control, road condition information acquisition and broadcasting, expressway toll collection monitoring, metro surveillance and automatic ticketing.
Aerospace Science and Technology Stock Company, affiliated to CASIC Third Research Institute, also spends great effort in intelligent transportation and it presents the elaborate terminal and platform system of BeiDou Internet of Vehicles. Supported by advanced technologies of BeiDou positioning and navigation, sensing, networking, computing, control and intelligent products, this system collects extensive information about the roads and the infrastructure and constructs a network-oriented Internet of Vehicles, with the vehicles as the nodes. It detects and memorizes the track, speed, duration, mileage and other conditions of vehicles.
BeiDou Internet of Vehicles carries the management of vehicle data to the platform. It also collects, records and analyzes the data of oil consumption, gas consumption, driver’s behavior, tire condition for optimized management of the transportation process.
On one hand, it serves the government authorities for their demands of administration and supervision of freight vehicles, buses, taxis and state-financed vehicles. On the other hand, it provides a reliable technical means with which the fuel consumption can be reduced, the driver’s behavior can be improved, intelligent tire management and optimal route planning can be achieved, so that the low-carbon, energy-saving, environment-friendly transportation is made possible for the vehicles and the enterprises.
Up to now, over 350,000 vehicles in 22 provinces and municipalities in China have been enjoying the service of BeiDou Internet of Vehicles. In addition to enhancing the transportation security, BeiDou Internet of Vehicles lowers the cost of enterprise and vehicle operation and provides citizens with convenient trips.
Aerospace Intelligence Makes Contribution to Construction of “Digital China” and “Intelligent Society”
In the report delivered at the 19th CPC National Congress, it is pointed out that the principal contradiction facing Chinese society has evolved, and what we now face is the contradiction between the unbalanced and inadequate development and the people’s ever-growing needs for a better life. It also puts forward the strategic objectives of building an innovative country, a digital China and a smart society. Chinese society is now becoming an intelligent community oriented by intelligent technologies.
CASIC has clear prospect of its development toward military and civilian integration. As stated by Chairman Gao Hongwei, CASIC should always fight for people’s aspiration to live a better life and promote the military and civilian integration aggressively to a further level of “security, health, happiness and knowledge”. CASIC would place emphasis on people’s demands of “customization and individualization” and highlight the development and application of information technologies, intelligent industry and intelligent technologies. Subversive innovation would be encouraged as the intelligent industry is the primary drive pushing the development of military and civilian integration industry to a further level.
