On June 6, CASIC held the Mobilization and Deployment Meeting for Education Themed on “Remain True to Our Original Aspiration and Keep Our Mission Firmly in Mind” in Beijing to deeply study the important speech delivered by General Secretary Xi Jinping on the Education Meeting Themed on “Remain True to Our Original Aspiration and Keep Our Mission Firmly in Mind” and carry out overall mobilization and deployment for thematic education of CASIC.
Shang Bing, Leader of the 28th Guiding Group of the Party Central Committee attended the meeting and delivered an important speech. The meeting was held by Liu Shiquan, Deputy Secretary of the Party Leading Group and General Manager of CASIC. On the meeting, Gao Hongwei, Secretary of the Party Leading Group and President of CASIC gave a pep talk. The meeting was attended by the following people: Gao Hui, Vice Leader of the 28th Guiding Group of the Party Central Committee, Xu Qiang, Deputy Secretary of the Party Leading Group, Wei Yiyin, member of the Party Leading Group and Deputy General Manager, Liu Chuandong, member of the Party Leading Group and Chief Accountant, Chen Guoying, member of the Party Leading Group and Deputy General Manager, Lin Qing, Leader of the Discipline Inspection and Supervision Team and member of the Party Leading Group, and Gong Bo, member of the Party Leading Group and Deputy General Manager.
As pointed out by Shang Bing in his speech, the important speech delivered by General Secretary Xi Jinping on the Education Meeting Themed on “Remain True to Our Original Aspiration and Keep Our Mission Firmly in Mind” is an outline document for strengthening party building in the new era and a fundamental document to be followed for implementing thematic education, and should be fully implemented without any reservation. As the backbone enterprise in the national defense industry of China and shouldering the historical mission of “building a strong army through technological development and building a strong country through aerospace development”, CASIC should deeply understand the important speech made by General Secretary Xi Jinping, focus on implementation of fundamental tasks and encourage Party members and cadres to make new progress and reach new levels in studying and implementing the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era which is considered as a priority task by CASIC. CASIC should well understand and fulfill the general requirements of “having a political mind, considering the overall situation, seeking development and valuing self-reliance”, instruct and guide Party members and cadres in understanding and keeping their aspirations while learning and examining their problems, and in making contributions and fulfilling missions while rectifying and solving problems. CASIC should focus and act on the targets of “achieving fruitful results in theoretical study, getting inspired in ideological and political education, being aggressive in working and entrepreneurship, solving difficulties for the people and acting as a model in fighting corruption”, and should concentrate on solving prominent problems of leaders, Party members and cadres concerning their political thoughts and work style. CASIC should stick to and implement the requirements of “always keeping a clear mind, always keeping an uplifting spirit, always putting the people in the most prominent place in the heart and always preserving Communists' political character of integrity”; should combine learning with action, and inspection with rectification; should act consciously by being conscious in thoughts and deepen consciousness in thoughts by acting consciously. CASIC should refuse formalism and being practical, stick to problem-oriented and efficiency-focused management and improve the way of promoting thematic education to ensure with a good management style, good results are achieved in thematic education.
As pointed out by Gao Hongwei in his pep talk, carrying out the education themed on “remain true to our original aspiration and keep our mission firmly in mind” is a major deployment made by the Party Central Committee with Comrade Xi Jinping at its core that plans as a whole the great struggle, great project, great cause, and great dream. It is of vital significance for the Party to constantly promote self-reform, rally and lead the Chinese people of all ethnic groups to move forward with the Five-Sphere Integrated Plan and the Four-pronged Comprehensive Strategy in a coordinated way, to advance the great social reform of adhering to and developing socialism with Chinese characteristics in the new era, and to realize the “Two Centenary Goals” and the Chinese dream of national rejuvenation. CASIC should fully understand that carrying out thematic education is an urgent need to thoroughly understand and effectively act on the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, to advance party building in the new era, to keep the close ties of the Party with the people, and to implement decisions and plans made on the 19th National Congress and boost high-quality development of space cause.
Gao Hongwei pointed out that space cause is an important support for the Chinese nation to “stand up”, “get affluent” and “become strong”. The education themed on “remain true to our original aspiration and keep our mission firmly in mind” should be carried out. Party members and cadres should be instructed and guided to constantly maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment; strengthen confidence in the path, theory, system, and culture of socialism with Chinese characteristics; safeguard Xi's status as the core of the CPC Central Committee and the whole Party and the authority and centralized and unified leadership of the CPC Central Committee; play an exemplary role and unite all staff to better serve national strategies, national defense construction and national welfare and the people’s livelihood; gradually realize the strategic target of “building a world-leading aerospace and defense company with global competitiveness” and fulfill major decisions and plans made on the 19th National Congress.
As stressed by Gao Hongwei, the Party Central Committee has clearly specified the general requirements, targets and tasks, methods and procedures for thematic education. Party organizations of all levels shall implement with dedication the general requirements of “keeping original aspiration, shouldering the mission, finding the difference and focusing on implementation”; concentrate and act on the targets and tasks of “achieving fruitful results in theoretical study, getting inspired in ideological and political education, being aggressive in working and entrepreneurship, solving difficulties for the people and acting as a model in fighting corruption”; earnestly implement critical measures. Firstly, study and education should be focused on throughout the process. The one-week intensive study and discussion should be carried out on the three themes of “firmly adhering to ideals and beliefs, promoting high-quality development and fulfilling first responsibilities as a strong army”, centering on in-depth study of the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. Secondly, investigation and research should be focused on throughout the process. Efforts should be focused on solving problems by actually figuring out the situation, thoroughly analyzing the causes and coming up with practical and effective measures so as to promote implementation of decisions and plans of the Party Central Committee and reform and development tasks of CASIC. Thirdly, problem examination should be focused on throughout the process. Real problems and deep causes should be identified by carrying out self-reform with exceptional courage and determination. Fourthly, rectification and implementation should be focused on throughout the process. The way of studying, examining and rectifying at the same time should be adhered to and a list of problems should be prepared to carry out rectification one by one, ensuring that practical effects are achieved through thematic education.
Gao Hongwei put forward five requirements for party organizations of all levels to carry out thematic education: first, specify work responsibilities; second, focus on key minority; third, stick to the policies of “addressing problems related to both material and spiritual civilization”; fourth, strengthen publicity and guidance; fifth, prevent formalism.
Liu Shiquan made a summary requiring Party Committees of all units and all Party members and cadres to earnestly study and understand the requirements of the Central Guiding Group and the speech of Gao Hongwei, Secretary of the Party Leading Group to ensure practical effects are achieved through thematic education. The thematic education of CASIC is organized, promoted, supervised and guided by the Party Leading Group of CASIC. Party organizations of all levels should fully implement their responsibilities. Two rounds of thematic education should be organized. The second round should be launched immediately after the first round is finished so that relevant guiding principles can be learned as soon as possible and problems can be solved as soon as possible.
The mobilization meeting was held as a video meeting. The meeting was attended by nearly 600 people including members of the 28th Guiding Group of the Party Central Committee, leaders of the GM-assistant level, members of the Thematic Education Patrol Guiding Group, personnel holding deputy posts of the Headquarters, leaders of secondary units and relevant department heads.
