CASIC Holds Economic Operation Analysis Meeting for the First Half of 2019

On July 15, CASIC held the Economic Operation Analysis Meeting for the first half of 2019 to summarize economic operation condition, analyze current situation, main tasks and existing problems and arrange relevant work for the second half of 2019.

The following people attended the meeting: Gao Hongwei, Secretary of the Party Leadership Group and President of CASIC, Liu Shiquan, Deputy Secretary of the Party Leadership Group and General Manager of CASIC, Xu Qiang, Deputy Secretary of Party Leadership Group of CASIC, Wei Yiyin, member of the Party Leadership Group and Deputy General Manager of CASIC, Liu Chuandong, member of the Party Leadership Group and Chief Accountant of CASIC, Lin Qing, Leader of the Discipline Inspection and Supervision Team and member of the Party Leadership Group of CASIC, and Gong Bo, member of the Party Leadership Group and Deputy General Manager of CASIC as well as relevant leaders of the GM-assistant level, chief leaders of all departments of CASIC, chief leaders of the Party and government administrations of all second-level units, leaders in charge of economic operation and heads of relevant departments. The meeting was chaired by Liu Shiquan.

As pointed out by Gao Hongwei, this year, central state-owned enterprises (SOEs) have maintained stability and progress in terms of economic trend; military enterprises have showed a basically similar economic trend with the central SOEs; CASIC has basically maintained stable growth in general while some subordinate units are facing great operating pressure. Since the beginning of this year, the Party Leadership Group of CASIC, based on its predictions on the economic trend of 2019, has actively organized implementation of the No. 1 document of the Party Leadership Group and the guiding principles in the reports of work meetings, and has made solid progress in promoting high-quality development of CASIC by conducting researches and making relevant arrangement.

For such problems as unstable operation and unsatisfactory sustainable development of some subordinate units, Gao Hongwei required that in the throes of “transformation, upgrading and starting of new undertaking”, we should focus on “three innovations (technical, commercial mode and management innovations)” and follow the guidance of “four modernizations (industrial, agricultural, national defense, and science and technology modernizations)”; constantly emancipate our minds and change our concepts; accelerate transformation of the mode of economic development; fully improve productivity of all staff and create a path of high-quality sustainable development that meets our own actual needs.

Gao Hongwei analyzed and pointed out that the business model is the “throat” of an enterprise and innovation of the business model is necessary and important for the development of CASIC. In terms of how to design the business model, Gao Hongwei required mastering of four basic lessons: 1. The industrial chain map (dynamically updated): to clearly understand all information about all possible transaction opponents; 2. The industrial ecological map: to understand current situation and development trend of relevant parties surrounding direct transaction opponents; 3. The transaction structure chart: to identify the specific transaction opponents, and determine the transaction modes, modes of profit distribution among all parties and ways of risk control for ourselves; 4. Charts of self-resources and capabilities: to identify resources and capabilities of ourselves that can be transacted.

Gao Hongwei stressed while vigorously promoting technological innovation, the Party Leadership Group of CASIC has been actively carrying out systematic work in innovation of business model since 2018 and has launched systematic work in management innovation this year. Currently, CASIC needs to promote function integration and coordination of the headquarters and second-level units from 8 aspects: 1. The field of fixed-asset investment; 2. The field of equity investment; 3. Performance-based incentive mechanism and stock option incentive mechanism (share holding by backbone staff); 4. Negative list of operation activities for the second-, third- and fourth-level units; 5. Coordination of supply chain system with supply mode, and marking system with marking mode; 6. Mechanism of version 2.0 for building and operation of safeguarding and supervision system; 7. Modernization construction of CASIC’s management system and management capability; 8. Improvement and strengthening of profit-sharing and risk-sharing mechanisms for coordination of business segments in the group.

On the meeting, Liu Chuandong delivered an analysis report on economic operation of CASIC for the first half of 2019. According to the report, since this year, although facing an extremely complex environment both at home and abroad, CASIC has managed to maintain major economic indicators within an appropriate range by making efforts in the following aspects: controlling risks, consolidating foundations, enhancing coordination, improving efficiency, stressing innovation and expanding market; fighting the “three hard battles”; improving coordinated development and the capability of industrialization.

On the meeting, the trends and tasks for the second of this year were analyzed and specific requirements in 8 aspects were put forward for accomplishing the tasks for the whole year: 1. We should finish the targets and tasks for this year while staying true to our founding mission; 2. We should thoroughly and frequently strengthen operation plan coordination mechanism; 3. We should make concerted efforts under joint management and be committed to market expanding; 4. We should increase investment, strengthen management and be committed to promoting industrialization development; 5. We should keep streamlined, improve quality and efficiency and be committed to upgrading management quality; 6. We should promote sharing, weight investment toward critical areas and strengthen guarantee of human resources; 7. We should focus on key issues, give rewards for excellent performance and intensify efforts in positive incentives; 8. We should consolidate the foundation, prevent risks and promote management in accordance with law.

On the meeting, Gong Bo arranged relevant work in forestalling and defusing major risks by CASIC. Xu Qiang read out the commendation documents for the Third CASICloud Online Marketing Competition and gave relevant awards.

On the meeting, 12 subordinate units of CASIC stated their specific measures for finishing annual operation targets. The CASICloud, Aerospace Information, Guizhou Space Appliance and Hunan Aerospace Tianlu Advanced Material Testing shared experience with one another in cloud business development and application.
