On July 2, CASIC held the First Session of the Fifth Science and Technology Committee Meeting and the 2019 Annual Meeting to deeply learn and implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the guiding principles from the Party's 19th National Congress and the second and third plenary sessions of the 19th Party Central Committee, summarize the work of the fourth Science and Technology Committee, make an overall work planning of the fifth Science and Technology Committee, deploy follow-up key tasks, and perform the responsibilities of the Science and Technology Committee, thereby gathering wisdom and making contributions to building CASIC to a world-leading aerospace defense corporation with global competitiveness.
The following people attended the meeting: Liu Dongkui, Deputy Director of COSTIND, Li Yandong, Member of the Party Committee of the CMC Commission of Science and Technology and Director of the Science and Technology Strategy Bureau, and Gao Hongwei, Chairman of the Board and Secretary of the Party Leadership Group of CASIC, Liu Shiquan, General Manager, Deputy Secretary of the Party Leadership Group and Director of the Science and Technology Committee of CASIC, other leaders of the Science and Technology Committee of CASIC, relevant academicians and experts, and members of the Science and Technology Committee from departments of the Headquarters and secondary units.
At the meeting, the appointment documents of the fifth Science and Technology Committee were read out. Liu Shiquan delivered a work report titled "Focusing on Cutting-edge Technology, Serving Innovative Development, and Contributing to High-quality Development of Space Industry in the New Era".
According to the report, in the past five years, the fourth Science and Technology Committee of CASIC conscientiously implemented various instructions and decisions of the Party Leadership Group of CASIC, exerted every efforts in "eight major and one special projects", "ten critical weapons of the country", "2D+2A+2C+2S" and "three innovations (technical, commercial mode and management innovations)" based on the work orientation of "being a think tank for CASIC's scientific and technological innovation and technological development, a technical decision-making staff, a cradle for training scientific and technological talents and developing innovative thinking, and a field and bridge of academic and technological exchanges", successfully completed various tasks, did a lot of fruitful work for CASIC's sustainable and sound development and made outstanding achievements.
According to the report, the fifth Science and Technology Committee should work hard to achieve the objectives of leading scientific and technological innovation and leading professional development; serving national development strategy and CASIC's development strategy, serving scientific research and production, and serving talent team construction; strengthening the role of the think tank for scientific and technological development, strengthening the construction of high-end academic platforms, strengthening the organizational building of the Science and Technology Committee, and strengthening internal and external linkage. The fifth Science and Technology Committee must fully understand the current severe challenges, grasp the overall trend of scientific and technological development, and adhere to take system and technology as dual drivers, to make greater contributions to the construction of new-type combat forces and the development of new combat capabilities.
It is stressed in the report that the fifth Science and Technology Committee should follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to thoroughly implement the guiding principles from No. 1 Document issued by the Party Leadership Group of CASIC and CASIC's working conference in 2019, hold on to "three innovations" (technical, commercial mode and management innovations) and closely follow "four modernizations" (industrial, agricultural, national defense, and science and technology modernizations), to make new advances in high-quality development and strengthen comprehensive efforts aimed at building world-leading aerospace defense corporation with global competitiveness.
Liu Dongkui proposed four requirements on the work of the Science and Technology Committee, that is, the Science and Technology Committee should play a decision-making and advisory role in the self-innovation of the science and technology industry of national defense, in the demonstration and implementation of major engineering projects, in deepening the reform of the science and technology industry of national defense, and in the in-depth development of military and civilian industries. At the same time, Liu also hoped that the fifth Science and Technology Committee of CASIC would strengthen exchanges and cooperation and research on major issues.
According to Li Yandong, the fifth Science and Technology Committee of CASIC should further: 1. highlight the planning responsibilities; 2. enhance the planning ability; 3. lay a solid foundation; 4. strengthen innovative thinking; 5. adhere to the redline of integrity; 6. speed up talent training; 7. promote achievement transformation.
As pointed out by Gao Hongwei, since the 18th National Congress of the Communist Party of China, the Party Leadership Group of CASIC has thoroughly studied and implemented the instructions and directives of General Secretary Xi Jinping, earnestly implemented relevant requirements of the Party Central Committee and the State Council. In combination with the original scientific and technological innovation system of "organization and system innovation + multi-dimensional mass innovation and entrepreneurship of all disciplines on specialized techniques", starting with "technical, commercial mode and management innovations", researchers and technicians of CASIC, particularly those of the model teams, have closely focused on "five new generations" (new generation weapon and equipment technology and application, new generation aerospace launch technology and application, new generation automatic and controllable information technology and application, new generation intelligent manufacturing technology and application, new generation materials and process technology and application), "four basic supporting technologies" (microsystem technology, automatic and controllable information security technology, intelligent manufacturing technology and intelligent industry technology), "eight major and one special projects" and "ten key industries" to continuously carve out a new development space in the main battlefield of innovation and entrepreneurship.
As stressed by Gao, CASIC has reached a new historical starting point and is now earnestly implementing General Secretary Xi Jinping's requirements of "strengthening the construction of innovative talents, building an innovative service platform, promoting the close integration of science and technology and economy, striving to achieve major breakthroughs in advantageous fields, common technologies and key technologies, promoting the shift from "Made in China" to "Creates in China", from "China speed to China quality", and from "Chinese products" to "Chinese brands". Meanwhile, CASIC is also keeping a firm hold on serving national development strategy and CASIC's development strategy, serving scientific research and production, and serving talent team construction, focusing on "three integrations", balancing the " interests among three parties" and realizing "three breakthroughs" at the group level, so as to contribute to building a world-class military, an innovative country and a world technological power.
According to the guiding principles from General Secretary Xi Jinping's important speech on innovation and the realities of CASIC, Gao proposed three requirements on the work of the Science and Technology Committee: 1. The Science and Technology Committee should accurately study and judge the global trend of technology development and industrialization and keep pace with the times; 2. The Science and Technology Committee should keep a firm hold on serving national development strategy and CASIC's development strategy, serving scientific research and production, and serving talent team construction, and focus on "three integrations", so as to contribute more to making national scientific and technological progress, thus raising the strategic position of the enterprise; 3. The Science and Technology Committee should hold on to the times pulse, look up at the starry sky and down to earth, and integrate demands with technologies, so as to realize "three breakthroughs" in optimization of existing products and technologies, original products and technologies, and subversive products and technologies according to the four criteria of the "five new generations".
At the meeting, the Opinions on Further Promoting Scientist Spirit and Improving the Conduct and Ethics of the Science Community was publicized, and representatives of experts from the Science and Technology Committee exchanged views on the work experience of discipline-specific groups and major scientific and technological issues.
