In 2012, Dongchuan District of Kunming City and Fuyuan County of Qujing City, both in Yunnan Province, were assigned to CASIC as the targeted areas for poverty relief. CASIC has resolutely followed the spirit of CPC General Secretary Xi Jinping’s important expositions on poverty relief and thoroughly implemented the spirit of the 18th and 19th National Congress of the Communist Party of China, and the spirit of the 2nd, 3rd and 4th plenary sessions of the 19th Central Committee of the Communist Party of China. Answering the call to The Decision on the Fight Against Poverty and The Guidelines on the Three-Year Action for Winning the Fight Against Poverty, CASIC has always shouldered a high degree of political awareness and the "people-first" spirit to thoroughly implement the decisions and deployments of the Party Central Committee, increasing its talent and financial support on its poverty relief projects year on year and combining the local people's needs with CASIC's advantages. CASIC will continue to deliver targeted assistance with CASIC's aerospace characteristics to alleviate the very poor out of poverty.
For the past eight years, CASIC has put a total of CNY 64.6453 million in its poverty relief funding, among which, 9.36 million were donations from the staff of all CASIC units and 4 million were donations from CASIC's Party. 48.0957 million was delivered to Dongchuan and Fuyuan. CASIC has actively answered to the call of the State-owned Assets Supervision and Administration Commission and successively put in CNY 480 million to the Central SOE Poverty Relief Fund to support the industrial development of impoverished areas. CASIC has designated 110 poverty relief cadres, among which, 8 were designated as the deputy director(deputy district director) and 4 as the “first secretary” stationing in Dongchuan and Fuyuan. CASIC has helped to establish 371 poverty relief projects, among which, 119 targeted Dongchuan and Fuyuan, and 252 were undertaken by CASIC's affiliates for local governments' poverty relief efforts. CASIC purchased CNY 28.5123 million of agricultural products with local characteristics there.
The incidence of poverty in Dongchuan and Fuyuan dropped from 52.88% and 16.1% at the time when the poverty files were established to zero in 2019. People there have been steadily improving their abilities to develop themselves, increasing their income significantly, thus alleviating themselves out of poverty. Less and less people are now worried about their basic food and clothing, and almost all of them are now covered by basic healthcare and housing, and their children all have access to compulsory education. CASIC's poverty relief efforts were successful and have been highly recognized by the local government as well as people.
CASIC's Poverty Relief Office was awarded the honor of Kunming's Advanced Unit for Poverty Relief.
Providing strong Party's support for poverty relief
CASIC attaches great importance to its poverty relief efforts and has regarded it as a major political assignment. CASIC has further strengthened its Party's leadership and consolidated its management on poverty relief. CASIC established its poverty relief office, with CASIC's Party Secretary and Chairman as the president of the office's poverty relief unit, CASIC's General Manager and the Deputy Secretary of the Party Committee as well as the Party Committee members in charge of poverty relief as vice presidents of the unit. Each second-tier affiliate established a poverty relief office with a poverty relief unit accordingly, forming a management system in CASIC where the Party Committee members take the leadership, the poverty relief units brainstorm strategies, the poverty relief offices organize activities, and the cadres carry out the activities, providing strong top-down Party's support for poverty relief efforts. A total of 22 second-tier affiliates have delivered poverty relief funding for Dongchuan and Fuyuan. More than 10 affiliates have put in manpower, technologies and products for poverty relief, forming the landscape where CASIC is “delivering poverty relief with the entire CASIC's effort”.
CASIC’s Party Committee members have visited Dongchuan and Fuyuan for a dozen times, and have exchanged visits and ideas with major Party Committee members and government officials in Kunming and Qujing to effectively promote the poverty relief efforts and achieve practical results.
Yuan Jie, Party Secretary and Chairman of CASIC, visited the workshops and rural streets in Dongchuan and Fuyuan as an ombudsman. He also visited the local needy households and CASIC's poverty relief cadres, and held discussions with local government officials on poverty relief efforts.
Liu Shiquan, Deputy Secretary and General Manager of CASIC, carried field inspections to CASIC's poverty relief projects in Dongchuan and Fuyuan. CASIC has actively promoted the new model of "joint industrial poverty relief by the central SOEs and local governments", and will continuously promote CASIC's implementation of industrial poverty projects with local governments.
Other Party Committee members listened to the reports on poverty relief efforts, conducted on-site investigations and participated in poverty relief thematic meetings to guide the implementations of poverty relief efforts.
CASIC's Party Committee members and poverty relief unit have held multiple meetings and poverty relief thematic meetings to lay out annual work plans for targeted poverty relief and the implementations of projects, discussing major decisions on poverty relief and strictly controlling each step in the process of poverty relief projects, fund raising, implementation, supporting measures and process supervision. After investigations, CASIC has formulated Implementation Opinions on Further Strengthening of Poverty Relief Work, CASIC's Poverty Relief Projects and Poverty Relief Fund Management Measures, and CASIC's Management Measures for Poverty Relief Cadres, to ensure a standardized, routinized and scientific decision-making on poverty relief projects, thus to guarantee that poverty relief projects and funds be better utilized, strengthening the management, supervision, encouragement, restraint and cultivation of CASIC's poverty relief cadres, effectively improving poverty relief cadres' quality, and continuously improving the effectiveness of targeted poverty relief efforts. Accordingly at CASIC's routine Party meetings, Secretary of the Party Committee has made assessment on CASIC's poverty relief efforts, highlighted the problems, supervised the implementation of poverty relief efforts and included poverty relief efforts as an evaluation parameter for the Party's construction.
CASIC cadres have regarded Dongchuan and Fuyuan as their homes. They have overcome various kinds of difficulties in their respective poverty relief effort, actively fit in all kinds of local poverty relief efforts and conscientiously coordinated and promoted the implementations of CASIC’s poverty relief projects. Their efforts have been spoken highly of by local government officials and people. They have made satisfactory poverty relief achievements with their care for the local people.
Adhering to the path of targeted poverty relief with aerospace characteristics
Since 2012, CASIC has continued to increase its targeted poverty relief efforts with aerospace characteristics. By Prioritizing its poverty relief efforts on the six aspects of technology, industry, education, healthcare, consumption and people's livelihood, CASIC has successively established in Dongchuan and Fuyuan such poverty relief projects as the forest fire prevention video monitoring system, emergency communication command system for local Meteorological Bureau, radio emergency communication command system, agricultural big data platform, intelligent water-saving irrigation, vegetable greenhouse, agricultural product cold chain logistics, primary processing center and harmless rural domestic waste treatment station. Such projects have turned over the passive backwardness of local people in disaster prevention and reduction, promoted the development of local industries and enhanced the "blood-making" of poverty relief efforts. Moreover, they have effectively improved the infrastructure, school conditions and healthcare environment in Dongchuan and Fuyuan, thus strengthening the development potentials there. CASIC's efforts have gained unanimous praise from local governments and the people.
The forest fire prevention video monitoring system of Dongchuan Forestry Bureau, built with the help of CASIC, has realized the transformation of local forest fire prevention from the prevention by manpower to the prevention by technologies, thus contributing to the visualization and informationization of forest fire prevention efforts. Since 2018, CASIC has successively helped with the Phases I, II and III construction of the forest fire prevention video monitoring system. With well-installed 19 observation-type thermal imaging binocular heavy-duty pan-tilt cameras, the system is now able to monitor in real time Dongchuan's 1,600,000-mu (1mu≈0.067 hectares) forest farm, covering all the forest fire accidents in Dongchuan with a synchronized 24-hour monitoring and alarming system app on the mobile phone. Till now, the system has successfully forecasted 7 forest fires, effectively solving the “headache” in Dongchuan's forest fire prevention.
For local seasonal natural disasters that could easily occur, CASIC has made full use of its leading technical advantages on civil emergency communication in China and applied those advanced aerospace technologies to disaster prevention and mitigation in Fuyuan and Dongchuan. CASIC has organized multiple poverty relief units to design and develop the meteorological emergency communication command system and weather forecast release platform on the mobile phone for the local Meteorological Bureau. Moreover, CASIC has helped with Dongchuan radio emergency communication command system's phase IV construction. Both efforts have greatly improved the disaster prevention, mitigation and decisions-making in Fuyuan and Dongchuan in a timely and efficient manner.
Meanwhile, CASIC has applied its "cloud platform" to Fuyuan by building an agricultural big data platform there, the first county-level agricultural information management platform in Yunnan Province, which has comprehensively improved Yunnan government's services and decisions-making to guide farmers to plant and cultivate agricultural products scientifically with the agricultural information data collected by the platform, thus increasing the value of agricultural products, as well as farmers’ income. Presently, the platform can provide local governments with such services as products planting plans, quality and safety tracking, agricultural product demand and pricing information, farm business management, and county-level agricultural remote sensing with characteristics.
CASIC has played its advantages on aerospace system and helped the further development of Fuyuan's konjac. CASIC has actively coordinated efforts, carried the konjac seeds to Long March 5B carrier rocket and transported them to space for tests, the first such practice in China. Konjac's soft rotting is a worldwide headache, and by bringing konjac to space, CASIC hopes to cultivate new high-quality konjac species with a high yield and soft rot resistance.
Industrial poverty relief efforts to enhance local's "blood-making" capabilities
CASIC has implemented targeted industrial poverty relief efforts and applied the intelligent water-saving irrigation system developed by Aerospace Jiangnan to Fuyuan and Dongchuan, greatly improving the industrialization there. The automated irrigation system has solved the problems of serious water shortage in Fuyuan and Dongchuan which used to result in a harvest at the God's mercy, high labor costs on agricultural products planting and low yield, and has effectively improved the utilization rate of water and the yield of vegetables, thus increasing farmers' income and enhancing the "blood-making" of poverty relief efforts. The 150-mu vegetable base project and the soft-seed pomegranates water-saving irrigation project in Dongchuan have benefited 2,408 people from 249 registered poor households there. The 170-mu soft-seed pomegranates intelligent water-saving planting demonstration zone project, 270-mu vegetable planting project, 300-mu yam project, 200-mu crispy corn project, and 100-mu konjac project in Fuyuan have benefited 4,493 people from 1,008 registered poor households there.
Meanwhile, with an industrialized operation model initiated by CASIC going popular, namely “the Party branches + cooperatives + planting bases + farmers + local outstanding enterprises + processing + marketing”, farmers now can make money on their jobs at home and no longer need to migrate to cities for work. Presently, CASIC's smart agricultural irrigation technologies and industrialized business models are being widely promoted in Dongchuan and Fuyuan.
CASIC has helped to build an agricultural products cold chain logistics system and a primary processing center, namely the Dongchuan Wulong Town Cold Storage Project and Fuyuan Laochang Town Heike Village Committee Cold Storage Project to preserve a large number of seasonal agricultural products in Dongchuan and Fuyuan. In mid-March this year when covid-19 got severe, CASIC took adequate covid-19 precautions, then actively proceeded with the cold storage projects. It only took CASIC 55 days to complete the construction and commissioning of those two projects, making everyone prepared for May, when a large number of seasonal agricultural products got ripe. The cold storage projects recruited more than 3,000 seasonal workers, thus increased farmers’ income by CNY 160,000, effectively expanding long-term income-increasing channels to ensure that poor households that have been alleviated out of poverty will never return to it.
Actively exploring new ways of poverty relief through consumption
In addition to poverty relief efforts through industries, CASIC has actively explored new ways of poverty relief through consumption, thus to help local farmers and enterprises directly improve their income. As early as 2014, CASIC decided that consumption should play an important role in its targeted poverty relief efforts. Later, poverty relief cadres carried out deep and thorough investigations on Dongchuan and Fuyuan's agricultural products with local characteristics, and actively developed distribution channels for outstanding local enterprises. CASIC played full its strength as a big central SOE system and mobilized more than 107 affiliates to purchase Dongchuan and Fuyuan's agricultural products and sideline specialties as traditional Chinese holiday gifts to its employees. CASIC designated 34 cadres from CASIC Worker's Union to Dongchuan and Fuyuan to carry out investigate on consumer products there and helped farmers broaden their sales channels. CASIC organized and held Dongchuan and Fuyuan's consumer products promotions for poverty relief and signed consumer poverty relief intention agreements with parties of interest. With CASIC's help, Dongchuan and Fuyuan's agricultural products have been sold to as north as Heilongjiang Province and as south as Shenzhen City, covering more than a dozen provinces and cities.
For the past 9 months from January to September, CASIC has already accomplished its poverty relief mission set for this year with a sales of local consumer products of CNY 12 million, doubling its initial poverty relief goal of 2020. Meanwhile, CASIC has recommended Dongchuan and Fuyuan's outstanding merchants to open online shops on CASIC's "Aerospace Science and Industry Museum", a central SOEs consumer poverty relief e-commerce platform, to help them expand their sales channels with CASIC's cloud marketing platform, thus to promote the poverty relief efforts in an orderly manner and to alleviate the poor out of poverty and get wealthy, so as to successfully accomplish CASIC's poverty relief mission.
Education is the fundamental solution for the targeted poverty relief efforts
CASIC attaches great importance to education in Dongchuan and Fuyuan, and has been committed to promoting poverty relief efforts at various stages from the kindergarteners to undergraduate university students there. Since 2015, CASIC has raised CNY 1.6 million and set up aerospace science and engineering sponsorship (Aerospace-Zhigao Sponsorship), to support students from extreme poor families to pursue education elsewhere. It has helped more than 1,000 students from poor families realize their university dreams. Moreover, CASIC has raised CNY 3.8 million to help with the construction of 2 aerospace kindergartens, 2 aerospace primary schools, and 7 aerospace-themed classrooms in Dongchuan and Fuyuan. With CASIC's help, the teaching facilities and schools' accommodation conditions have been greatly improved. CASIC has brought aerospace elements into schools and decorated the dormitories, classrooms and outer walls of schools with aerospace cultural elements, to guide students to love their motherland, the aerospace, as well as science and technology.
Poverty relief through healthcare services for the elderly and the weak especially
According to the statistics from the State Council Leading Group Office of Poverty Alleviation and Development, diseases and disabilities are the No.1 cause to poverty. In 2015, Aerospace Center Hospital signed a support agreement with Fuyuan Hospital of Traditional Chinese Medicines, to help Fuyuan Hospital with its hospital management and departments development, and to provide Fuyuan Hospital with technical and tele-medicine assistance, as well as the training of talents. Fuyuan Hospital of Traditional Chinese Medicines and Aerospace Center Hospital set up a tele-medicine channel in 2017 with 50+ experts in 10 medical majors, offering medical opinions on rheumatism, immunity and other critical illnesses, and have conducted more than 320 tele-consultations since then. The two hospitals have conducted more than 260 lectures and trained 1900 (person-time)doctors and nurses. Aerospace Center Hospital has helped Fuyuan Traditional Chinese Medicine Hospital to establish a gastroenterology department and CASIC has raised CNY 500,000+ and donated the Hospital such medical equipment as the shadowless lamps, operating beds and ventilators. Aerospace Center Hospital has successively assigned seven groups of experts on endocrinology, respiratory, cardiology, etc. to Fuyuan for medical visits. The two hospitals have carried out free clinics together with one doctor from each hospital in pairs, and have treated more than 12,400 patients (person-time), which has been spoken highly of by local people.
Delivering poverty relief with the entire CASIC's effort
The CASIC's affiliates have actively undertaken the poverty relief missions assigned by the local governments in Sichuan, Hunan, Hubei, Guizhou, Yunnan Provinces and other Party committees and commissions. With their collective efforts, they have performed their social responsibilities and contributed to poverty relief efforts with their aerospace wisdom.
Aerospace Construction has helped with the construction of the new residences for poor people relocated from Zhaojue County and Butuo County in Liangshan Yi Autonomous Prefecture of Sichuan Province. The new residences were delivered on time. People from 84 households who used to live in a village hung by the cliff in Zhaojue County and people from 8,200 poor households in Butuo County moved to their new homes. CASIC has contributed its own strength for improving people's livelihood.
Aerospace Jiangnan Wujiang Factory has strengthened the technologies of supercritical extraction and applied them to the raw materials of high-quality agricultural products in Guizhou. This creative effort has effectively extended the agricultural industry chains and improved the agricultural products' value chain in Guizhou. Aerospace Jiangnan Wujiang have applied the technologies of supercritical extraction to the project of Supercritical Fluid Extraction Technology Industrial Park in Huichuan District of Zunyi City. The project is expected to generate an annual operating income of CNY 250 million, bringing benefits to nearly 3,000 households and more than 100 jobs.
Aerospace Sanjiang has raised CNY 2.734 million as a special poverty relief fund and helped with the construction of a 50KW photovoltaic power station and two modern pig farms. Those projects are expected to bring CNY 100,000 each year to Xian Renshi's collective economy, so they have been warmly welcomed by the villagers of Xian Renshi village.
Hunan Aerospace has helped its assigned villages to build "a 200KW agricultural-photovoltaic complementary" photovoltaic power stations, which is expected to benefit the collective economy at least CNY 60,000 per year. A collective economy model in which the county government raises money from the villagers, organizes the raising of farm pigs and shares with contributors the dividends, has benefited the collective economy in the village with more than CNY 50,000.
Aerospace Automobile has improved the activity rooms for villager in Se'er Village, repaired Se'er's engineering infrastructure, and hardened the road entering Xiao Puzi Village. CASIC has improved the living environment as well as the appearance of those two village.
Exploring new models to facilitate the strategies for rural revitalization
Presently, China is implementing the rural revitalization strategies to promote the strength, beauty, and prosperity of rural areas. The degree of participation by and the benefits of villagers from industrial development should be constantly improved, and problems related to rural industries and employment of farmers should be thoroughly solved to ensure that the local people can live and work in peace and happiness with long-term stable incomes.
CASIC has actively promoted its poverty relief efforts in Dongchuan and Fuyuan to promote the new progress and positive results, so as to lay a solid foundation for the implementation of the rural revitalization strategies. By formulating a targeted poverty relief work plan every three years, CASIC has made goals to help Dongchuan and Fuyuan alleviate out of poverty and to achieve the sustainable development based on their revitalization.
Last year, Party officials from Kunming Municipal Party Committee and Qujing Municipal Party Committee made a proposal to CASIC when visiting Dongchuan and Fuyuan, hoping CASIC could improve Dongchuan and Fuyuan's living environment with new technologies, thus to help the construction of beautiful villages. CASIC assigned its affiliate Hunan Aerospace to construct a harmless domestic waste treatment station in Bigu Street of Dongchuan District, with a capacity of 10T/day, thus from then on, the domestic waste produced by 67,861 people of 22,260 households in 12 villages could be treated. Another harmless domestic waste treatment station with a capacity of 15T/day was constructed in Zhuyuan Town of Fuyuan County, thus from then on, the domestic waste produced by 15,000 people in 4 villages could be treated. The two waste treatment stations have reduced the rural waste in a harmless way, thus improving the rural living environment and helping the construction of beautiful villages. Later, CASIC demonstrated the stations as a town-level exemplary project for harmless domestic waste treatment station in Yunnan Province.
The industrial cooperation between CASIC and local governments has gradually gathered pace. CASIC's Party Committee members have exchanged visited with major government and Party officials of Yunnan Province, Kunming City and Qujing City. The two parties held talks and CASIC has expressed its support to local governments' proposals on smart cities, environment protection, the transformation and upgrading of traditional manufacturing through Industrial Internet, the improvement of modernized social governance with the use of information technologies, to help China realize its rural revitalization strategies.
The spirit of aerospace is an attachment to CASIC, as well as an attachment to China, our motherland. As a backbone to China's aerospace cause, as well as a backbone to the science and technology of national defense industry, after achieving its poverty relief goals, CASIC has thoroughly kept its responsibilities, carried out its policies and poverty relief efforts and conducted supervision to continuously consolidate and enhance its results of poverty alleviation. CASIC will continue to connect effectively the all-round poverty relief with the rural revitalization strategies, and explore new models to facilitate the strategies for rural revitalization.
