On April 26, China Aerospace Science and Industry Corporation (CASIC) held the 2021 Poverty Alleviation Leading Group (Enlarged) Meeting to thoroughly study and implement the important remarks and important instructions of General Secretary Xi Jinping, conscientiously implement the decision and deployment of the Party Central Committee and the State Council on consolidating the results of poverty eradication and effectively integrating with rural revitalization, review the poverty eradication work of CASIC, deploy the subsequent key tasks, consolidate CASIC's achievements in poverty eradication and comprehensively promote rural revitalization.
Yuan Jie, Secretary of the Party Leadership Group, President, Leader of the Leading Group on Poverty Alleviation, Chen Guoying, Deputy Secretary of the Leadership Party Group, Vice Leader of the Leading Group on Poverty Alleviation, main heads of relevant departments at the headquarters, party secretaries and deputy secretaries of party committees of each secondary unit, relevant personnel of poverty alleviation management departments and representatives of poverty alleviation cadres attended the meeting at the headquarters and each video conference venue respectively. The meeting was chaired by Yuan Jie.
At the meeting, Yuan Jie conveyed the spirit of General Secretary Xi Jinping's important addresses at the Poverty Eradication Summation and Commendation Conference on poverty eradication, the spirit of General Secretary Xi Jinping's important instructions on deepening east-west collaboration and targeted assistance work, and the relevant policies and deployments of the Party Central Committee and the State Council on consolidating and expanding the achievements of poverty eradication and rural revitalization. The Notice on the Establishment of the Leading Group and Office of Rural Revitalization Work of China Aerospace Science and Industry Corporation (CASIC) was announced, requiring personnel of the leading group and office to shoulder the responsibility, perform their duties and play their due roles.
The meeting commended the advanced collectives and advanced individuals of CASIC in the fight against poverty, Yuan Jie presented awards to the winning representatives, and Chen Guoying delivered award presentation speech.

On behalf of the Party Leadership Group of CASIC, Chen Guoying made a report on the CASIC's poverty eradication efforts entitled Adhering to the Road of Targeted Poverty Eradication with Aerospace Characteristics and Promoting the Overall Rural Vitalization with the Responsibility of Building Important Instruments of the State, reviewing the eight years of poverty eradication efforts of CASIC, analyzing the current situation and clarifying the general requirements, main principles and specific measures for the subsequent consolidation and expansion of the poverty eradication achievements and the further promotion of the comprehensive rural vitalization.
The meeting pointed out that CASIC, resolutely implementing the spirit of important instructions and comments of General Secretary Xi Jinping and the strategy of targeted poverty eradication, taking helping targeted poverty alleviation as a major political task, insisting on a road of targeted poverty alleviation with aerospace characteristics, has made concerted efforts with the relevant provincial, municipal, county and rural party committees and governments, and successfully completed the major missions entrusted by the Party and the state. Over the past 8 years, CASIC has invested RMB 64,645,300 in poverty alleviation, RMB 480 million to central SOE poverty alleviation fund, dispatched 110 poverty alleviation cadres and funded 371 poverty alleviation projects, helping 223,858 rural population out of poverty under the current standard, removing 2 state poverty counties (districts) and 322 poverty-stricken villages out of list, and successfully completed the tasks of poverty alleviation.
The meeting pointed out that during 2017 - 2019, CASIC has been evaluated as achieving "good" results for three consecutive years in the poverty alleviation work among central units, and evaluated as "outstanding" in the closing year of 2020, ascending a new step. The poverty alleviation office of the CASIC was awarded as the Advanced Collective for Poverty Eradication in Kunming. One person was evaluated as Advanced Individual in Poverty Eradication, two people were evaluated as Advanced Individual in Poverty Eradication in Yunnan Province, one person was evaluated as an excellent member of the village workforce in Yunnan Province, one person was evaluated as an Advanced Individual in Poverty Alleviation in Kunming City, and 23 people won county and town level honors.
The meeting pointed out that the Party Leadership Group of CASIC adhered to the leadership of the Party, fully manifesting its original mission of following the Party leadership and serving the people, established a set of strong and efficient poverty alleviation work system, explored a precise and useful path of poverty alleviation and development, built a number of strong poverty alleviation bases rooted in rural areas, and established a set of effective supervision system to provide a strong guarantee for the smooth poverty alleviation work. Leveraging the advantages of science and technology, CASIC empowered modernization of agriculture with aerospace technology, and tackled the knotty problem forest fire prevention; it took the lead in building the agricultural Internet "cloud platform" and a meteorological system to shift from passive mitigation to active prevention of disasters; it also built intelligent irrigation systems which reduced farmers' dependence on the weather, and introduced space breeding to solve the world problem of "soft rot" of konjac. Giving full play to the industrial strength, It connected "the last kilometer" of the industrial chain, found a "new way" of poverty alleviation through consumption and developed new industries to help farmers increase income, etc., to eliminate poverty from the root. Insisting on the people-centered philosophy, it undertook relocation projects to alleviate poverty, helped the construction of "beautiful countryside", helped poor students, carried out medical care to alleviate poverty, supported the construction and development of Xinjiang, contributing to national key livelihood projects.
The meeting clarified the guiding ideology, basic thinking and objectives of consolidating and expanding the results of poverty eradication and promoting rural revitalization in succession, and proposed 3 specific measures:
First, we must adhere to and strengthen the leadership of the Party, and ensure leadership system cohesion, work system cohesion, cohesion between planning and implementation and project construction, between funding and talent, and cohesion of assessment mechanisms.
Second, it is necessary to establish a sound long-term mechanism to consolidate and expand the results of poverty eradication, summarize the experience of poverty eradication and apply it to comprehensively promote rural revitalization, keep the policy stable, improve the help mechanism and enhance supervision and management.
Third, we must focus on the key work of consolidating and expanding the results of poverty eradication and rural revitalization in areas out of poverty, supporting the development and growth of rural special industries in areas out of poverty, helping to improve infrastructure conditions, further enhancing education and medical care, classifying and implementing hardship assistance, and supporting key counties for rural revitalization.
Yuan Jie pointed out in his concluding speech that the Party Leadership Group of CASIC resolutely implemented the important instructions and comments of General Secretary Xi Jinping and the strategy of targeted poverty eradication, implemented the decisions and arrangements of the Party Central Committee, and took poverty eradication as a major political task, political responsibility and a major livelihood project, and has achieved good results in this battle against poverty. On behalf of the Party Leadership Group of CASIC, he expressed his respect and gratitude to the cadres and workers who contributed to the fight against poverty.
To consolidate and expand the results of poverty alleviation in the new context and promote the work of rural revitalization, Yuan Jie put forward four requirements:
First, we must study and implement the important remarks and important instructions and comments of General Secretary Xi Jinping, align thoughts and actions to the Party Central Committee's decision and deployment, and constantly enhance political consciousness, ideological consciousness and consciousness of action.
Second, we should deeply comprehend the historical inevitability of adhering to the leadership of the Communist Party of China, the truthfulness of Marxism and its Chinese innovated theory, and the correctness of the road of socialism with Chinese characteristics, enhance learning and education of Party history, and stimulate strong momentum for rural revitalization.
Third, we should take a clear-cut stand and concentrate on our mission, continue to consolidate and expand the results of poverty eradication, replan and re-deploy to comprehensively promote rural revitalization, remain policies basically unchanged, maintain funds without reduction, make helping cadres stay put and work hard to advance targeted and comprehensive poverty eradication innovatively, to foster a number of industries, create a number of rural revitalization demonstrations, achieve a number of innovative results, and cultivate a number of helping talents to step on a new level in poverty alleviation.
Fourth, we should vigorously carry forward the spirit of poverty alleviation and the aerospace spirit, unite together and forge ahead with firm confidence and determination, to achieve another victory and a more satisfactory and excellent results for the people.
Yuan Jie stressed that, in the face of the new situation and various opportunities and challenges, the Party organizations at all levels and the cadres and workers of CASIC should vigorously carry forward the great spirit of poverty eradication and aerospace spirit, resolutely implement the tasks of consolidating and expanding the results of poverty eradication and their application in rural revitalization, to promote the construction of world-class aerospace defense power, and make more brilliant achievements and greater contributions on the new journey of building a socialist modern country in a comprehensive manner.
At the meeting, Zhen Zhi, an advanced individual who was awarded the National Poverty Alleviation Award, Gong Congjie, a representative of poverty alleviation cadres of CASIC Second Academy, Shang Qintao, a Third Academy of CASIC representative of the "first secretary" in the village, and Feng Dongyan of Aerospace Construction Group, a representative of the national key livelihood projects, made exchange speeches. The Leading Group of Rural Revitalization of CASIC deliberated and approved the rural revitalization projects and funding arrangements of the CASIC Second Academy and Third Academy of CASIC in 2021 for targeted region for rural revitalization. The attendees watched the promotional film of poverty alleviation work of CASIC from 2012 to 2020.
