
CASIC Releases its Quality Culture Construction Framework

CASIC held its 4th quality management conference lately. The conference has summarized the works accomplished during the 11th five-year plan and finalized the major tasks to be done and guiding principles for the next five years. In order to enhance CASIC quality management capability and improve CASIC product quality, the conference has issued a blueprint for the next two years' quality management work.
Officials from State Administration for Science, Technology and Industry for National Defense (SASTIND) attended the conference and spoke highly of CASIC accomplishments in terms of quality management. Attending officials also raised several suggestions for subsequent work. Also present at the conference were: Xu Dazhe, CASIC President; Cheng Wen, VP; Xie Lianggui, Assistant to President and other executives. The conference was chaired by Shen Weiwei, CASIC Chief Quality Control Supervisor & Manufacturing Supervisor.
During the 11th five-year, CASIC quality control management has been significantly enhanced; comprehensive quality control and technical capability have been strengthened; the quality of civilian and military-purpose products saw steady increase; quality management and quality culture construction have been fruitful. Generally speaking, all the objectives for the 11th five-year have been accomplished.
The next five years is a crucial period for CASIC to take its quality management to the next level, improve weapons/equipment product quality and facilitate civilian industry development. By the end of 12th five-year, CASIC is expected to be the national leader in quality management and CASIC product quality is expected to be industry-leading. To ensure successful flight test of every model and guarantee the quality of delivered products, CASIC will systemize, informationize, enhance and refine its quality management standards.
The report has enumerated 10 major quality management tasks for the 12th five-year: zero-defect systematic quality control; enhancement of quality culture construction; effective management of China Aerospace brand; perfection of quality control system; improvement of quality accountability system; completion of technical support system; effective promotion of quality standardization; continuous advancement of aerospace product quality and reliability support; facilitation of quality cost management; informationization of quality control management system.
The conference has also issued guidelines for the next two years' quality management work: effective implementation of quality accountability at all levels; improvement of quality control management standards; strengthening of quality supervision of all models; enhancement of technical support to guarantee quality; advancement of quality culture construction from the bottom.
As regards quality management, President Xu Dazhe mentioned three principles to be followed: the first principle is to insist on quality and constant perfection. CASIC had to adhere to this principle to achieve its ambition of being a world-leading aerospace corporation. The second principle is to strengthen zero-defect quality management, take precautions against possible quality problems and advance quality culture construction. The third principle is to achieve efficiency and quality in economic growth, balance quality with production progress, efficiency and safety.
The conference also released CASIC's Quality Culture Construction Framework for 2011-2015. The framework explained CASIC's quality control management for the next five-year, including analysis of environmental changes and current situation, prediction of future developments, guiding principles, main tasks, work procedures and support measures. Representatives from the 2nd and 3rd academies exchanged their experience in terms of quality management and product quality with attendees of the conference.
