“CASIC carried out the research demonstration about the T-Flight. The T-Flight together with “Feiyun”, “Kuaiyun”, “Xingyun”, “Hongyun” and “Tengyun” will bring about a new commercial aerospace pattern.” “CASIC, together with relevant research institutes, carried out the project demonstration about the orbital module made from new space materials and its commercial application as well as exploration and exploitation of space resources to provide fundamental guarantees for space economy and space industry.” On August 30, 2017, the 3rd China (International) Commercial Aerospace Forum was held in Wuhan, Hubei. At the forum, CASIC released a blueprint for the development of commercial aerospace industry in China so as to establish a new commercial aerospace pattern, which attracted much attention from attendees and news media.

The theme of the forum was “gathering global resources and prospering commercial aerospace”. Approximately 400 officers and experts were gathered together, including more than 80 international exports from more than 20 countries (Russia, the United States, France, the United Kingdom, Germany, Netherlands, Singapore, Iran, South Africa, Cameroon, etc.), and more than 300 domestic representatives from domestic aerospace agencies, relevant national ministries and commissions, military and local government, as well as aerospace, Internet and financial enterprises, research institutes and universities to discuss the major matters regarding the development of the commercial aerospace industry, study the development trend of the cooperation and technical exchange of the globalized commercial aerospace project, as well as make joint efforts to promote the development of the global commercial aerospace industry and jointly establish an industrial ecology for the commercial aerospace industry.

The forum was co-hosted by the Municipal People’s Government of Wuhan, CASIC, CASC, CETC, the Science and Innovation Sub-committee of Russian-Chinese Friendship, Peace and Development Committee, China Space Foundation and CSA, and directed and supported by such departments as the National Development and Reform Commission, Ministry of Industry and Information Technology, State Administration of Foreign Experts Affairs, State Administration of Science, Technology and Industry for National Defense and People’s Government of Hubei Province. At the forum, Xu Honglan, a Deputy Mayor of Wuhan, delivered a welcoming speech, and Xia Mingjiu, a deputy director general of the State Administration of Foreign Experts Affairs, Tian Yulong, the Chief Engineer of the State Administration of Science, Technology and Industry for National Defense and Gao Hongwei, the Chairman of CASIC delivered speeches. The forum was presided over by Liu Shiquan, a vice President of CASIC.

Gao pointed out that: as an explorer of space technology and a pioneer of commercial aerospace, CASIC is always pursuing exploiting new living space for humans in space and even deep space via unremitting efforts and continuously expanding the boundaries of the development of human civilization. He emphasized that: in order to achieve this goal, we must stick to the development path of commercial aerospace. CASIC is willing to work together with peers from the national and global commercial aerospace industries to discuss the major matters regarding the development of the commercial aerospace industry and to make historical contributions to promoting the development of the global commercial aerospace industry.

In the report session of the main forum, Liu Shiquan, the representative of Rostec, Sun Weigang, the Chief Engineer of CASIC, arlos Enrique Alvarado Brice?o, the Chairman of the Central American Aerospace Organization, Wu Wei, the Chief Scientist of CETC and Stephane Vesval, the Northeast Asia Region Manager of Airbus Defense Group delivered wonderful theme reports focusing on macro concepts and directions such as the development trend of the global commercial aerospace industry, patterns, policy trend, technology frontier, promotion of business modes and new management modes.

Liu delivered a theme report titled Developing Commercial Aerospace Industry Based on Innovative Business Modes. He introduced three key points concerning the follow-up work for CASIC promoting the development of commercial aerospace in a deeper and wider manner. The first point is promoting the new commercial aerospace pattern featuring with “Feiyun, Kuaiyun, Xingyun, Hongyun, Tengyun and T-Flight”. Based on “Feiyun, Kuaiyun, Xingyun, Hongyun and Tengyun”, CASIC, together with relevant domestic organizations with advantages, carried out the research demonstration about the T-Flight and intended to combine the supersonic flight technology with the rail transit technology with the commercial and market-oriented modes, develop the new-generation transportation means, utilize the superconducting magnetic levitation technology and vacuum piping and devote to the supersonic low-altitude flight. The T-Flight together with “Feiyun”, “Kuaiyun”, “Xingyun”, “Hongyun” and “Tengyun” will bring about a new commercial aerospace pattern.” The second point is exploring new areas of aerospace economy. CASIC, together with relevant research institutes, carried out the project demonstration about the orbital module made from new space materials and its commercial application as well as exploration and exploitation of space resources and started to deploy the large and ultra-large supporting launch vehicles to provide fundamental guarantees for space economy and space industry. We are willing to sincerely cooperate with persons interested in it and complement each other to further create incremental values in the vast space. The third point is strengthening international and domestic cooperation in commercial aerospace. CASIC hopes that the commercial aerospace can become an industry that the entire society cares about, supports and participates in, allowing more international and domestic outstanding talents to be incorporated into the development tide of the commercial aerospace industry, and providing users and business partners with greater market opportunities in relevant economic and technological cooperation fields such as launching service for launch vehicles, establishment of commercial satellite systems and space information application.

In the past two years, CASIC, together with the Municipal People’s Government of Wuhan, has successfully held two commercial aerospace forums in Wuhan and has taken the lead by issuing the blueprint for the development of commercial aerospace industry in respect of the five commercial aerospace projects (“Feiyun, Kuaiyun, Xingyun, Hongyun and Tengyun”). In early 2016, CASIC established the first commercial rocket company in China (Expace Technology Co., Ltd.), upgrading the KZ series launch vehicles and the launching system to the commercial level, and providing flexible, convenient, fast and economical satellite launching service for customers at home and abroad. In early 2017, the KZ-1 launch vehicle successfully completed the mission of “sending three satellites into space through one launch vehicle”, which lasted only for 8 months from contract signing to launching, indicating the successful completion of the “first commercial aerospace mission”. The Kaituozhe launch vehicle successfully launched “Tiankun-1” and the satellite precisely entered its intended orbit, indicating that CASIC has had the ability to independently develop various types of typical space vehicles and platforms. In addition, CASIC has taken the lead by establishing the Hubei Yangtze River Aerospace Fund to promote the concentrated development of the commercial aerospace industry and to build an open, cooperative, mutually beneficial and win-win commercial aerospace industry.
