At the 3rd China Commercial Aerospace Forum held on August 30, Xiang Kaiheng, the Chief Engineer of CASIC, said: “with the establishment of the space-based Internet, particularly “Hongyun”, an excellent supporting platform will be available for the development of the commercial aerospace industry, facilitating the development of emerging aerospace industry of ‘Internet +’.”
As known to all, as a result of environmental factors such as deserts, mountains and oceans, half of the world’s population does not have access to the Internet. The lack of information has restricted the development of the local economy and culture. “Hongyun” focuses on solving this issue based on such national strategy as the “Belt and Road Initiative”, aiming at achieving access to the space-based Internet, coordinating with the existing communication system based on the low-orbit communication satellite constellation and other ground systems and providing an information interaction platform for implementation of “Internet +” and industrial development.
Commercial aerospace is a widely recognized challenge around the world. One feature of “Hongyun” is that the establishment of the low-orbit broadband Internet access system based on small satellites was proposed for the first time in China. The combination of “small satellites”, “l(fā)ow orbit” and “broadband” aims to meet the requirements of commercial development.
According to the plan, the entire “Hongyun” is composed of three steps, i.e., “1+4+156”. The first step is to be achieved before 2018, i.e., launching the first satellite for technical verification and realizing the key technology verification for a single satellite. The second step is to be achieved by the end of the “13th Five-Year Plan”, i.e., launching four business test satellites, establishing a small satellite constellation and enabling the initial business experience. The third step is to be achieved by the end of the “14th Five-Year Plan”, i.e., realizing networking and operation of all the 156 satellites and completing the establishment of business satellite constellations.
“Hongyun” featuring with integration of communication, navigation and remote sensing, global coverage and autonomous and controllable systems, as well as extremely low communication delay, extremely high frequency reuse rate and authentic global coverage can meet the requirement for simultaneous access to the Internet with shared broadband by large-scale organizations in regions with underdeveloped Internet at home and abroad so as to promote network interconnection, national economy development and cultural exchange, and to create considerable economic value and social value. In addition, the requirements of applications with higher real-time performance in information exchange such as emergency communication, sensor data acquisition and remote control of industrial Internet of Things and unmanned equipment can also be met.
“Hongyun” focuses on technical mode innovation, business mode innovation and management innovation, and features with emancipating minds, strengthening the concept of commercial aerospace, implementing according to development strategy of “mobilizing the wits of whole society in the development of overall design institute, overall design department and final assembly plant” and putting forward the social procurement and supporting system, the social personnel selection and appointment system and the social investment and financing system for attracting talents, cash, technology and high-quality capital, and developing the aerospace industry with the commercial mechanism.
CASIC, together with superior enterprises in the satellite industry chain and strategic investors, will initiate the establishment of one open, interconnected and shared space-based Internet system as per the global and commercial operation mode, so as to continuously expand the application market of the satellite broadband information network, devote to promoting the development of economy, technology and culture in areas along the Belt and Road and even in the world and promote regional safety, stability, intercommunication and mutual trust.
