“The Report to the 19th CPC National Congress has put forward building an innovative country, a digital China and a smart society as the strategic objectives. People’s ever-growing needs for a better life will promote a new technological revolution and lead to new industrial changes. At present, China has taken the first step and formed a new type of social activity ecology supported by digitization, networking, intelligentization, and cloudification. Smart cities, smart transportation, smart pipe networks (gateways), smart food and drug supervision, smart agriculture, smart water and other industrial sectors are becoming the new engines to promote industrial upgrading. On November 16, 2017, Wei Yiyin, a vice President of CASIC, explained the significance of building a smart industry at the Smart Industry Summit Forum.
The theme of the forum is “Sharing Smart Industry, Building a Winning Future” and about 700 government officers, business leaders, senior technical experts, top academics, and representatives of upstream and downstream manufacturers in the domestic smart industry chain gathered from across the country. Focusing on hot topics such as macro trends and industrial patterns, they paid great attention to the development trends and innovative applications of emerging technologies such as big data, cloud computing, IoT and artificial intelligence, shared the advanced concepts and experiences of the smart industry, and offered suggestions to promote the vigorous development of China’s smart industry, to open the future of smart industry development. There are many officers who attended the forum and delivered speeches, such as Wei, Gao Yaguang - a deputy mayor of Wuxi, Qin Yan- a deputy director of the Jiangsu Economic and Information Technology Commission & director of the National defense science and Technology Office, Wu Gang – a vice president of Southeast University, Wu Zhongze – a former vice minister for Ministry of Science and Technology & councilor of China Intelligent Transportation Systems Association (ITS China). There are also experts and scholars who attended the forum and delivered keynote speeches, such as Zhou Chenghu – an academician of the Chinese Academy of Sciences, Li Bohu – an academician of the Chinese Academy of Engineering & an advisor of the Science and Technology Committee of CASIC.
Wei introduced the ideas and measures in the smart industry adopted by CASIC. He said that as a strategic, high-tech, state-level innovative company, CASIC has always followed the “new round of scientific and technological revolutions and industrial changes”, focused on “broad defense and safety” and adhered to the civil-military inosculation development path of socialism with China characteristics, summarized and analyzed many industrial patterns supported by new generations of information technologies such as the IoT, cloud computing and artificial intelligence. CASIC is the first one who proposes the concept of the smart industry, and has nurtured and formed 19 key application areas, fully serving social governance, promoting the improvement of the people’s livelihood and industrial upgrading and innovation.
He emphasized that CASIC has achieved excellent results in technology products, comprehensive innovation and system construction of smart industry. In the near future, CASIC will take the lead by constructing the “Overall Design Institute, Overall Design Department” for the socialization of smart industry, and collaborate with all sectors of society in the common basic technical research, standard formulation, cross-domain and industry application of smart industry. Looking to the future, CASIC will strive to be a builder of smart society, a contributor to the development of a smart industry, a maintainer of smart ecology and a communicator of smart culture. It will continue to promote scientific and technological innovation and industrial upgrading, and jointly build a smart industrial ecosystem of openness, innovation, sharing and win-win, nurture a diverse, dynamic, and influential smart industrial cluster, and join hands with all sectors of the society to open the chapter of smart industry development and smart society construction.
Creating a Smart Industry Platform, Building an Intelligent Network of “IntelliSense & Intelligent Propagation”
At the forum, CASIC, in conjunction with the spirit of 19th CPC National Congress and civil-military inosculation strategy, adhered to the development concept of “innovation, coordination, green, openness, and sharing”, and put forward the medium and long-term development ideas for the “smart industry” of “focusing on building a smart industry platform, building two smart networks of ‘IntelliSense & Intelligent Propagation’ and developing N major demonstration projects.
CASIC holds that smart society is a complex system that requires comprehensive industry support. CASIC will focus on the needs of building a nation’s smart society, bring together global wisdom and unite all sectors of society to build an overall design department of the smart industry, promote the establishment of an innovative system of point, line and plane and body in the smart industry, and build an smart industry ecosystem system of openness, innovation, sharing, and win-win, effectively promoting the development of smart industrialization and helping smart society construction.
CASIC will speed up the completion of the IntelliSense & Intelligent Propagation network construction, actively participate in the relevant national standards for smart industry, and break through a number of key technologies. Its purpose is to have a group of original core technologies and key basic products of smart industry with independent intellectual property rights as soon as possible, finally forming a complete smart industrial cluster with international advanced level.
Signing Strategic Cooperation Agreement to Jointly Create “Smart Wuxi”
As the nation’s first demonstration area of sensor network innovation, Wuxi continues to explore in the application of big data and artificial intelligence technology. It is the leading city for the development of China’s smart industry. On the forum, with the joint witness of the officers and guests, CASIC signed a strategic cooperation agreement with Southeast University; 1st Academy of CASIC signed strategic cooperation agreement, major projects and cooperation agreements with the People’s Government of Wuxi and ZTE Corporation respectively.
With regard to cooperation with Southeast University, the two parties will deepen cooperation in the key applications of the smart industry, jointly cultivate projects in the direction of development and advantages of planning, jointly declare and build innovative platforms, and undertake major national special projects and research projects, in order to continuously strengthen the sharing of resources between the two sides and deepen personnel training and exchanges.
With regard to cooperation with Wuxi Municipal Government, the two parties will combine the actual needs and the advantages of local resources of Wuxi City, and comprehensively consider key technologies such as big data analysis, spatial information applications, IoT and cloud computing to carry out the top-level design of “Smart Wuxi” and jointly promote the construction of “Smart Wuxi”. The construction of “Wisdom Wuxi” will focus on the construction of urban big data centers, smart traffic management, smart forestry, smart pipe corridors, smart tourism management, smart water management, time and space information public services, and e-government cooperation to promote the integration of aerospace technology applications and service industries with local economies and accelerate the settlement of strategic emerging industries.
With regard to cooperation with ZTE, the two parties will deepen their cooperation in areas such as smart industry, 5G network, IoT, big data and cloud computing by integrating their respective strengths to provide users with comprehensive solutions, products and services. Meanwhile, the two sides will form a long-term and stable industrial chain partnership at all levels of market expansion, delivery, and service operations to achieve a win-win situation.
Sharing the Advanced Concept of Smart Industry to Boost the Development of China’s Smart Industry
“Smart industry is the industry and application ecology formed by the full-scale integration of a new generation of information technology and traditional industries. As for the essence of smart industry, it is the smart application and service applied in related fields such as to government, industry, enterprise operation and management and public life, which takes knowledge, innovation and data as the core production factors, with intelligent technologies, products and solutions as the carrier, and consolidates resources of all sectors of the society. The development of a smart industry is an important engine for transforming the mode of development, optimizing the economic structure, and improving the quality of development. It is an effective means of alleviating the problem of inadequate social development in China. It is also a key measure for the construction of a digital China and a smart society.” Xi Quansheng, the President of 1st Academy of CASIC, further elaborated on the connotation of the smart industry in the main report entitled “Implementing an Innovative National Strategy Serving Smart Society Construction”. There are many experts and scholars who have published special reports, such as Li Bohu-Academician of the Chinese Academy of Engineering & the advisor of the Science and Technology Committee of CASIC, Zhou Chenghu-Chinese Academy of Sciences, Cheng Lin-former Party Secretary and President of the Chinese People’s Public Security University & chairman of the China’s Research Society of Police Law, Chen Jin-Professor of Department of Innovation and Strategy, Entrepreneurship, Economics and Management School of Tsinghua University; Ji Jun-director of the Center for Technological Innovation of Tsinghua University, professor of the Party School of Central Committee of CPC, and Zheng Yu-CEO of the Microsoft Research Asia for Urban Computing.
There were two sub-forums held at the same time in the afternoon. Many well-known companies and industry experts revolved around the Food Safety Control and Food and Drug Administration Big Data Applications, Time and Space Geographic Information and Smart Cities, Smart Forestry in the Era of Big Data, Smart City Technology System Research and Practice, Micro-nano Functional Structure Modularization and Intelligent Manufacturing, Integrated Solutions for Urban Intelligent Pipe Network (Lane) and other topics to carry out specialized interpretation, and they also had a forward-looking outlook on the overall development pattern and future trends of smart industry.
On the second day of the forum, the officers, experts and scholars will also visit the Wuxi City Smart Industry related demonstration project, and have a comprehensive and in-depth overview of the development trend of the smart industry.
