On December 5, 2017, the 2017 Military-Civilian Integration-based New Materials & Processes Summit, themed as “Focusing on New Materials and Co-creating the Future”, was held in Changsha. A total of about 100 institutions and over 300 leaders and experts from relevant state ministries and commissions, the Military, local governments, domestic and foreign enterprises, research institutes, universities, and so on gathered in Hunan, to jointly promote the further military-civilian integration, share the vast markets of new materials, and boost the transformation and development of new processes.
This Summit was jointly sponsored by People's Government of Hunan Province and CASIC. Zhang Jianfei -- a vice governor of Hunan, Zhang Tao -- a vice president of Chinese Academy of Sciences, Wu Yanhua -- a deputy director general of State Administration of Science, Technology and Industry for National Defense, and Liu Shiquan -- a member of Party Committee and a vice President of CASIC attended the Summit and delivered speeches. Zhang Yingchun, a Deputy Secretary of Party Working Committee and the Director of Management Committee of Hunan XiangJiang New Area delivered a welcoming speech.
In Liu Shiquan's speech, he pointed out that the 19th National Congress of CPC raised the strategic goal of accelerating the progress of building China’s strength in manufacturing, science and technology, and aerospace. At present, the material science has gradually come to the developmental stage transforming from traditional materials to computational materials as the mainstay, the advanced processes and technologies such as additive manufacturing and smart manufacturing will gradually become the mainstream; in the future, the advanced green, smart, flexible, and networked manufacturing industry will achieve the significant revolution in manufacturing industry and related industrial chains; the innovation and application industries of new materials, processes, and technologies are booming. CASIC is willing to join hands with all walks of life, to build a development layout of "N-support backed by academies and institutes", extensively carry out the multi-dimensional collaborative innovation involving government, manufacturers, high schools, research institutes, users, and financial institutions, focus on nanometer materials, high-performance fibers, special-functional composite materials, 3D printing, and so on, and set up a benign industrial ecosystem, so as to jointly boost the leaping development of China's new materials, processes, and technologies, as well as industrial expansion.
At the Summit, Hu Xuemei -- the Chairman of CASIC Hunan Aerospace Co., Ltd., conducted the theme release on "Business Development Plan for Aerospace Materials". In the future, CASIC will rely heavily on the development of major commercial aerospace projects, focus on the commercial development, deep-space exploration and scientific value of aerospace materials, and create three platforms for aerospace preparation, testing, and industry; it will carry out the genetic, environmental and innovation engineering research of aerospace materials, incorporate the frontier engineering exploration in foundation domains of new-generation materials, processes and technologies, and develop the aerospace materials.
At the Summit, multiple agreements including the following were also signed: the cooperation agreement on research of new aerospace materials, the strategic cooperation framework agreement on material genetic engineering and aerospace material sector, the agreement on smart high-temperature mechanical-property testing technology innovation center, and the (international) strategic cooperation framework agreement on composite materials forming. All these pieced together the integrated industrial chain involving manufacturers, high schools, research institutes, and users, and contributed to further encouraging the vigorous development of new material and new technology industries. At the same time, here also came the opening ceremony of the (Hunan) New-generation Material Application and Research Center co-sponsored by Hunan Key Laboratory for New Materials and CASIC.
In the keynote speech part, Jacques Besson -- a professor and the director of the Centre National de la Recherche Scientifique (National Center for Scientific Research), Jiang Dongliang -- an academician from Shanghai Institute of Ceramics, Chinese Academy of Sciences, Wang Huaming -- an academician from Beihang University, Chen Xiangli -- an academician from National Academy of Engineering of USA, and Pei Yuchen -- a chief expert of CASIC for advanced materials and technologies respectively conducted the theme reports.
The Summit was composed of four sub-forums respectively concerning computational materials and micro-nano processing technology, aerospace material-related military-civilian integration, project roadshow of new material industry, and Plan "111". There nearly 40 officers and experts focused on the development trend of new materials and processes as well as various subdivided fields, and conducted an detailed interpretation for the development policies and an in-depth discussion on the hot topics and issues.
