On May 14, CASIC held the 2nd Achievements Application and Promotion Conference of Structure and Function Integration, System and Subsystem Integration and Mutual Penetration of Software and Hardware & Microsystem, to demonstrate the major promotion and application achievements at present, summarize and exchange experience in promotion at early stage as well as study and deploy the target tasks and key work at the next stage.
At the conference, all departments were required to focus on “mastering independent core technologies and making every effort to engage in achievements application and transformation” to speed up the achievements application and industry layout and to win the “Three Tough Battles”, so as to provide basic supports and capability guarantees for the transformation and upgrading of CASIC.
Nearly 300 persons attended the conference, including Gao Hongwei, the Chairman and the Secretary of Party Committee of CASIC, Liu Shiquan, a member of Party Committee and a Vice President of CASIC, Liu Hanbin, a member of Party Committee and the leader of Discipline Inspection Group, Wei Yiyin, a member of Party Committee and a Vice President of CASIC, Wang Yunlin, a member of Party Committee and the chief accountant, the Assistant General Manager and main officers, officers in charge, experts and technical backbones of the headquarters and the secondary and third-level organizations. The conference was chaired by Liu Shiquan.
At the conference, a report with the theme of “mastering independent core technologies and making every effort to engage in achievements application and transformation, as well as winning the ‘Three Tough Battles’” was delivered. The report pointed out that, at present, the development goal of the structure and function integration, system and subsystem integration and mutual penetration of software and hardware, microsystem technologies and their applications is thoroughly implementing the spirit of the No. 1 document of the Party Committee of CASIC and the annual working conference, adhering to the high-quality development, achieving development via innovation and civil-military integration, speeding up the R&D of the autonomous & controllable chips and the software ecosystem construction, strengthening the promotion and application of model systems, deepening mode innovation and process reengineering, establishing a collaborative and shared industry ecosystem and making every effort to win the “Three Tough Battles”.
In order to implement the key tasks of the work in Year 2018, the report put forward four work requirements, namely improving ideological understanding and strengthening organizational leadership; strengthening policy guarantee and enhancing incentives and punishments; innovating business modes and supporting industry upgrading; and promoting process reengineering and optimizing R&D models.
Gao Hongwei highly appreciated the achievements made by all departments of CASIC in the promotion and application of achievements of the structure and function integration, system and subsystem integration and mutual penetration of software and hardware & microsystem technologies. The structure and function integration, system and subsystem integration and mutual penetration of software and hardware & microsystem technologies were the weapons for CASIC to engage in the global innovation capability competition. CASIC must take active and effective actions to promote the development of autonomous, controllable and substituted products of high-end aerospace chips and related high-tech products. All departments shall strengthen research in areas that are challenging and strategically important, and improve the autonomous and controllable level of advanced and key core technologies such as chips. In addition, it is necessary to focus on the demands for the structure and function integration, system and subsystem integration and mutual penetration of software and hardware & microsystem technologies in sectors such as equipment manufacturing, smart industries and public service.
Regarding the follow-up work, Gao Hongwei put forward six requirements: 1. it is necessary to attach great importance to the application and promotion of achievements of the structure and function integration, system and subsystem integration and mutual penetration of software and hardware & microsystem technologies, and the major officers in charge of party and administration shall promote the implementation of the work in person; 2. we must make every effort to resolve the issue of the stability and development of the talent team of CASIC; 3. we must take “three innovations” as the focus and “digitization, networking, intelligentization, and cloudification” as the orientation to promote the promotion and application of microsystem technologies in “eight vital sections & one special project” of CASIC, and to actively make breakthroughs in autonomous, controllable and key technologies in the core areas; 4. we must do a good job in cultivating and appointing comprehensive professionals and promote the reshaping of organizational structures and R&D modes; 5. we shall firmly adhere to collaboration and sharing to establish an open, cooperative, mutually beneficial and win-win ecosystem; 6. we must attach great importance to the creation, application, management and protection of intellectual property rights.
Gao Hongwei stressed that the promotion and achievements application of the structure and function integration, system and subsystem integration and mutual penetration of software and hardware & microsystem technologies were the basis for strengthening the transformation & upgrading and the second pioneering work determined by the Party Committee, as well as the important measure to win the “Three Tough Battles”. All departments must take winning the “Three Tough Battles” as the main line to respond to the call of the times, closely link to relevant technologies and industry development plans of the national army, speed up the R&D and achievements promotion and application of core technologies and key products such as the structure and function integration, system and subsystem integration and mutual penetration of software and hardware & microsystem technologies, continue to enhance our innovation capability, strive to occupy the leading position in information technology development in the world and the middle and high-end markets in the industry value chain, continue to enhance our core competitiveness and strategic position, play an important role in building an innovative country and a strong power of science and technology in the world and provide inexhaustible impetus for establishing a world-leading aerospace and defense company and a world-class enterprise with global competitiveness.
It was reported that a total of 23 representatives present from several organizations including the China Aerospace System Engineering Co., Ltd., the Second Academy and Third Academy delivered speeches. Representatives present also visited the achievements exhibition area with diverse exhibits, and 11 secondary organizations and more than 50 third-level organizations were engaged in the exhibition.
