On August 10-13, 2018, after attending the central enterprises helping Yunnan to alleviate poverty problem-solving meeting, Fang Xiangming, a deputy secretary of Party Committee and a vice President of CASIC, the officers of the HR Department, Industry Development Department, CPC Work Office, Second Academy, Third Academy, Tenth Academy, Aerospace Automobile and Aerospace Communication of CASIC to visit the targeted poverty alleviation project in Dongchuan District, Kunming City and Fuyuan County, Qujing City of Yunnan Province, and he also conducted site inspection on the 2018 poverty alleviation project and 3+6 project of CASIC. At seminars in Dongchuan and Fuyuan, Fang communicated with main leaders of local government on how to further develop the poverty alleviation project, and he also visited those temporary cadres and listed poor households.
In Dongchuan District, Fang’s delegation also visited the Aerospace Vegetable Base Project in the Beiqi Community of Wulong Town of Dongchuan District and inspected the construction conditions of the project. The smart agriculture of the Tenth Academy that is responsible for the Aerospace Vegetable Base Project gives full play to its technological advantages in intelligent water-saving irrigation system, green house technologies and space mutation breeding vegetable seedlings and builds an aerospace vegetable base of 100 mu. Currently, the infrastructure of the project has been completed, and the vegetable seedling breeding has begun.
In the Chinese yam and konjak planting base of the Shuijing Village of Fucun Town of Fuyuan County, Fang carefully hears reports on relevant situation of the konjak planting. If the planting succeeds, it will bring net annual revenue of RMB 0.74 million. Besides, salary income of those listed poverty households will be increased through land transfer, depositing the industry support fund in the Cooperative and working in the base, etc. Ensure stable income for the listed poverty households by shifting single fixed income growth mode to the multiple-income growth mode.
Subsequently, CASIC will build a comprehensive smart agriculture management and control platform for county-level governments, use the aerospace technologies to develop the smart agriculture management and control platform project in Fuyuan County, use the IoT technology, Big Data technology, agriculture information technology, management knowledge to build the Smart Agriculture Cloud Platform to assist departments of governments to analyze, manage and control the planting structure of agriculture industrialization, agricultural production structure, and master the agricultural market information so that the platform will bring good and quality agricultural industry to the area by assisting local governments to plan agriculture production.
Fang’s delegation visited the Yunan Zexin Aluminum Co., Ltd., Jiayu Food Co., Ltd. of Fucun Town, etc., and inspected the free remote medical service and poverty alleviation in health implemented by the CASIC Aerospace Center Hospital and the Fuyuan County Hospital.
During the visit, the Aerospace-Zhigao Scholarship releasing ceremony is held in Dongchuan District and Fuyuan County. The Aerospace-Zhigao Scholarship is jointly funded by the CASIC Poverty Alleviation Office and Mr Yang Zhigao, entrepreneur of Shenyang, good-hearted people and former employee of the Third Academy, and it is aimed to help middle school students from poor households to finish their middle school years and pursue their dreams to go to a university.
Fang’s delegation visited Lu Mingkun (listed poor household of Tangzi Unit of Old Village of Dongchuan District), Fu Zhaofen (listed poor household of Xujiatang), Duan Shengquan (listed poor household of Fucun Village of Fuyuan County) and Li Caoli (listed poor household of Shuijing Village of Fuyuan County), and gave consolation money and gifts to them and had a cordial talk with all of them.

“Have they upgraded your house for you? How is it now?”
Fang carefully asked about family members, housing security, medical service, education, main income sources, etc. of poor households and the implementation of poverty alleviation measures, and he encouraged these poor households to be confident in combating difficulties and self-dependent and hard-working in fighting poverty.
“This kind of life is dream to us!”, “Appreciation, we don’t know what else to say!”. Those words convey the gratitude of the poor households to the CPC, our country and CASIC.
After the visit, the team held the targeted poverty alleviation seminar in Dongchuan District and Fuyuan County. In the seminar, local governments shared the listed conditions of 2018 poverty alleviation and the construction conditions of the CASIC poverty alleviation project.
Fang instructed that the CPC party committee of CASIC must highly value the poverty alleviation work, give full play to the political advantages, organization advantages and technological advantages of CASIC, plan scientifically, advance key projects and spare no effort in combating poverty. CASIC held the CASIC CPC party committee special subject office meeting and poverty alleviation leader team meeting to study and deploy the poverty alleviation work, prepared the Proposals on Implementation of Further Strengthening Poverty Alleviation by CASIC CPC Party Committee. CASIC will continue to invest more money, provide more talents and launch more projects to support poverty alleviation and report the progress of key poverty alleviation work and the 3+6 project.
Fang instructed that, in this critical period of poverty alleviation, all units must provide more support for the targeted poverty alleviation areas so as to reap tangible results in fighting poverty. Leaders in charge of poverty alleviation must work hard in the targeted poverty alleviation. Local government must assist CASIC in their work so that the CASIC poverty alleviation projects can be completed exactly as planned. The implementation of projects and construction shall be fully strengthened, and local special industries shall be fully developed to stimulate those listed poor households to get rid of poverty. It is hoped that the strength of the whole society, workers and cadres, caring people and other social resources be fully encouraged to join the critical poverty alleviation in poor areas and show their love and help as much as possible in the poverty alleviation.
